Why “We Know a Guy” Is Not Acceptable
This is the critical query. “Does your agency hold a valid pyrotechnics license from the Malaysian Fire and Rescue Department ?”
In Malaysia , pyrotechnics are controlled under the Fire and Rescue Act of 1988. Only licensed operators can purchase, transport, and fire fireworks . The punishment for unpermitted pyrotechnics can include fines up to RM50,000 and jail time .
Ask to see the license . Capture an image of it. Verify the expiry date . If the planner delays or offers explanations, leave immediately.
Your planner should also manage all municipal approvals from the local authority (DBKL for KL, MBPJ for PJ, and so on). This includes police notification and crowd safety approval .

Ask for the insurance certificate . Check that it specifically mentions “pyrotechnics” or “fireworks” . Basic coverage is insufficient.
Additionally inquire: Are your subcontracted teams (if applicable) also covered?” Some planners contract independent pyrotechnics teams. If those freelancers aren’t insured , you could be liable for their mistakes .

What is the backup plan ? If weather cancels the show , do you receive your money back? Does the agency reschedule at no cost ? Get this in writing .

Operator Qualifications: Who Is Actually Firing the Fireworks
The permit belongs to the agency. But the actual person pressing the button requires their own credentials.
Request: “Who is the lead pyrotechnician for our event ?” What qualification do they possess?”
In Malaysia , certification from the Fire and Rescue Department’s Pyrotechnics Course is the basic requirement. Additional credentials from international bodies (like the BPA or the APA) suggest greater skill.
Request information about history. “How many shows has this operator fired ?” Have they ever experienced an incident?” A professional will answer honestly .

Fire Marshal and Emergency Services Coordination
Here’s something most clients don’t know . Your event agency should notify the local fire department about your fireworks display . This is not optional . This is legally required.
Request: Have you informed the nearby fire department?” What did they say?”
A professional agency will provide the identity of the firefighter they contacted. The day and hour of the discussion. The case number if relevant.
Why does this matter ? Because if a guest calls 999 to report “fire at the event” , the fire department needs to know that it’s a planned fireworks display . Otherwise, they might dispatch multiple emergency vehicles. Otherwise, they might interrupt your event .
